Setup Node

The Setup Node is a trusted visor that functions as the controller of the Skycoin data plane. It is responsible for propagation of routing rules to visors along ta router. Setup Node can only be addressed by a public key and works over dmsg.

Visors set their setup via PubKey in the configuration file for receiving routing rules and multiple setup nodes can exist. (Although that is not currently supported.)
