Added

• benchmarks/openapi_request_recall: a natural-language request to OpenAPI operation
  recall harness that uses the same public path as collection consumers
  (build_openapi_collection_artifact then retrieve_with_scores), with Gitea and
  WireMock design cases.

Changed

• OpenAPI ingest keeps the source summary/description as the tool description.
  Path-derived scope hints (namespaced, cluster-wide, <sub> of <parent>,
  collection) are no longer appended to descriptions; they are used only as BM25
  index tokens, so retrieval ranking is unchanged while descriptions shown to
  planners no longer contain statements absent from the source.

Fixed

• The first results of retrieve_with_scores no longer depend on the requested
  top_k. The strong-keyword guard now lifts candidates into a fixed head of five
  results instead of above the top_k-th score, so callers requesting 10 or 20
  results see the same first five as a top_k=5 request.
