Initial Release.

EMPE-windows-lib.zip contains all the required dlls to run EMPE on clean Windows without much of headache. Only required thing to do is to run it from EMPE.exe
EMPE-linux and EMPE-macos weren't tested for now. Primary focus was on EMPE-windows.
