Publish binaries even when release notes fail, and rebuild assets for an existing tag (#1102) - Fixes #1100
Release runs publish the collector and web binaries even when release-note generation fails after the tag exists, and a release left without binaries can be repaired by re-running the Release workflow with rebuild_tag set to the existing tag. v1.79.1 shipped with Docker images only because a GitHub API timeout in the release-notes step failed the job that the binary build depends on; this release fixes the workflow, and its first use is to rebuild the v1.79.1 assets.
The Generate release notes from PRs step is non-fatal. The tag and release already exist at that point, notes are repairable afterwards, binaries are not. The step still fails visibly with an error annotation. (#1101)
New rebuild_tag input on the Release workflow verifies the release exists, skips semantic-release and release notes, and re-runs Build Binaries and Upload Release Assets for that tag with --clobber. (#1101)
