You need your own copy of the game: Top Gun: Fire at Will (USA), SLUS-00032, as a .cue + .bin disc image
(.bin SHA-256 c221dce3ef23863613a93611f29f4ddad10343c2a706b01720e56d95702e2cb1).
No game data ships with these downloads, and no PlayStation BIOS is needed (the free OpenBIOS is built in).
The launcher asks for your .cue file the first time.
