fix: add dwc2 overlay under [all] section in config.txt

Pi Imager creates [cm4], [cm5], [all] sections in config.txt.
Appending to end of file landed dtoverlay=dwc2 under the wrong
section, so it was ignored on Pi Zero 2 W.
