Fixes

  • Enforce actor limits per organization (DUR-93) (#373). Projects in the same organization now share one actor capacity and start-rate budget.

Migration required: Every deployment must supply a valid organizationId. Before upgrading, redeploy legacy projects with missing or invalid organization IDs and resolve project limit overrides without a deployment. V25 fails without changing the database if these preconditions are unmet; otherwise, it migrates overrides to organizations and drops the old project limits table.

Rename Helm projectLimits to organizationLimits and DURABLE_ACTORS_PROJECT_* settings to DURABLE_ACTORS_ORGANIZATION_*. Upgrade charts, controllers, and host images together. Old controllers return 503 on cold starts after V25; rolling back requires restoring the old schema. Redis admission counters reset and recount running actors on their next heartbeat, within about 35 seconds. See #373 for the preflight query and coordinated rollout details.
