CogHotSwap

This is the first public release of CogHotSwap!!

This is to help reload extensions for pycord by watching the files and reloading, unloading & loading the extensions when needed.
it is easily added to any existing bot by just adding Watcher(bot=bot)
The module should help with dealing with your extensions by giving console feedback during all the processes.
