What's changed

Add an organisation-level GitHub pull requests page

The My work flyout's GitHub tab shows your pull requests from every
project, but its "View more" could only send you to github.com, and
every other page we have belongs to one project. ADO's organisation home
has a hub group of its own, ms.vss-tfs-web.suite-me-page-hub-group
("Home"), and Microsoft's Search extension already adds its
organisation-wide page to it, so an extension can contribute a hub that
belongs to no project. This adds one: "GitHub pull requests", at
dev.azure.com/{org}/_apps/hub/TrueNorthIT.github-repos.github-my-prs-hub.
The home page's own My pull requests tab is a built-in component, not a
contribution point, so a tab beside it isn't possible.

The page is laid out like the Pull requests hub's Mine tab: collapsible
"Created by me" and "Review requested" cards with a count, each row
showing the repository, the project that connects it ("and 1 more" when
several do) and when it was last updated. Clicking a row opens the PR in
its project, or a menu of projects as the flyout does. Refresh and View
on GitHub sit in the header. The flyout's "View more" now opens this
page.

The data and the open-in-project handling move from the flyout tab into
myPrsShared.tsx, so both use the same search, project index and menu.
The page loads hub.html like the other hubs; index.tsx renders it when
the contribution id is github-my-prs-hub. Nothing hand-rolled. Mock
harness: ?hub=myprs.
