Adds a PHPUnit test harness and Rector, PHPStan, and Pint tooling; the new tools reformatted and refactored the plugin code with no intended change in behavior.

Breaking change: the plugin now requires PHP 7.4 or later. Sites on an older PHP should stay on v1.1.0 until they upgrade PHP.
