Purpose of this PR

Fix failing package validation and release com.unity.postprocessing

Testing status

Manual tests:

  • Verified on Unity 6000.2.0b7 (Windows/DX12)
  • Verified on Unity 2019.4.40f1 (Windows/DX11)
