This PR changes xds priority-lb name generator to prevent connection and resource leakages in proxyless grpc deployments utilizing grpc xds client support. See grpc#8531 for original PR and issue discussion.
We agreed to maintain our patched fork until maintainers find a way to fix it in upstream.
