Vigil 2.3.1

Vigil 2.3.1 fixes state that was recorded but unreadable or misreported during code and proof work.

• finding get returns links and inbound_links, including variant_of children and retired history.
• Variant readiness blockers carry variant_parent_finding_slugs, the exact parent set dispatch validation and receipt currency enforce, and print the registering command.
• auth list shows expired once expires_at passes unless a later probe observed the session.
• proof-receipt create reports evidence its run's dispatch cannot cite while the run is open; rejections name the carrier, its attribution and the re-run that recovers it. Attribution rules are unchanged.
• finding list --root-cause applies the common filters to siblings; JSON rows carry created_at.
• Variant-check resume guidance uses fetch --paginate.
