Fix image carousel order for template-indexed images

Changes

  • vfb_queries.py: Preserve image index field through Examples query to preserve server-side ordering
  • order_template_examples(): New function sorts indexed images (by domain) first, then unindexed by ID descending
  • test_examples_order.py: Unit tests verify correct ordering

Impact

Template's own indexed (painted-domain) images now appear first in carousel, not last. Fixes VFB2#500

Cache

No version namespace bump needed (order-only change; entries expire naturally)
