GUI for CLI v0.6.1

WGS Extract setup recognizes native Windows CLI installations and skips MSYS2 for them, while retaining MSYS2 setup for legacy CLI releases that require it.

The desktop app is packaged with Tauri on Windows, macOS, and Linux. The packaged app's install, setup, actions, and uninstall passed on all three platforms with both the native CLI tree and the pinned CLI release:
