Gluo Utilities update

A new update has dropped with the following changes:

1. the main file has now been decentralized and moved into src directory to make the project cleaner
2. using environment variables instead of configuration file
3. sls and cmds folders are now renamed to apps and legacy and moved into commands folder in src directory
4. added a command for viewing statistics of the bug reports
5. added localizations
6. added a bit of readability
7. yeeted a few github actions that weren't needed
8. implemented removing records of bug reports when they're deleted from the db
