Index symbols within comments

Currently we ignore ast nodes within comments: https://sourcegraph.plat.workiva.net/github.com/Workiva/scip-dart/-/blob/lib/src/scip_visitor.dart?L48%3A19=

We should include this, as the current lsif_indexer (and IDE analysis) indexes any symbols that occur within a comment
