Does not work on Windows with Wasmtime 20

• Since Wasmtime 20, preopens of non-existent directories fail eagerly rather than on first access bytecodealliance/wasmtime#8552

This happens because the handling of preopens with nonexistent targets changed between Wasmtime 19 and Wasmtime 20.
