• Core automatic memory curation moved to the canonical model: curate() queues
  legacy tickets and stop_hook no longer admits learnings itself.

• Drop the unread scopes.oneForwardable value from the curator ruleset.

• Model-led secret review on upload: the connected model (or the host model, via
  a review file) can only remove more lines from an upload, never clear a
  deterministic pattern hit; receipts carry file, line and kind only.

• Ask where to store a built agent (Cloud, public Hub or local only) once the
  build verifies, and register built agents in the local roster automatically.

• Give every Cloud and Hub refusal code and every broken local agent a machine
  readable repair plan instead of a bare error token.

• /hep-orch can set the reasoning-effort ceiling (role.effort=).

• Remove Gemini CLI as a supported host. Its individual-tier service ended
  2026-06-18 and Antigravity is the successor. The installer and hephaestus update delete only the engine-owned files an older install left in
  ~/.gemini/extensions, ~/.gemini/commands and
  ~/.gemini/hephaestus-extension-source; Antigravity's ~/.gemini/GEMINI.md,
  ~/.gemini/antigravity* and ~/.gemini/config/* are untouched. gemini-cli
  is still accepted in routing cards that were published earlier.

• A failed Cloud or Hub search now returns its repair plan as sourceRepairs
  beside the digest-bound source receipts.
