• Context: in a folder with no project map, the hint now tells the model to call
  context.refresh once for that folder and repeat the call (or carry on without
  the Context Map if the refresh refuses the folder), instead of naming a command
  line tool the model of a runtime session often does not have. The typed
  project_not_initialized error stays and is marked repairable. Read-only
  context tools still never create project state.
• Workforce: recording a Goal turn for a Goal with no roster bound in the project
  now answers skipped with a plain sentence instead of an error. Completing a
  Goal and the other Goal tools keep their typed errors.
