Bug Fixes

• check the cdp guard's bounds every quarter of the shorter one; test event progress (cebbb07)
• deps: pin slicc-browsers 1.8.5 in npm and Go, whose catalog protects chrome-search, chrome-native, chrome-distiller, isolated-app, chrome-experimental-site-token-provider, externalfile and content (cee3f04)
• fail a cdp target's guard setup on no progress, with a 5 min outer bound, not at a fixed 60 s (34e6c95)
• let SLICC_CDP_GUARD_IDLE and SLICC_CDP_GUARD_LIMIT only shorten the cdp guard's bounds (a0e34f5)
• list Windows processes in-process for the debugging-port guard, not through PowerShell (da3d7c9)
