Adds a 10s bound to Session listing, so a stalled corpus listing cannot leave the stats request in flight forever. Includes the v0.1.1 refresh fixes: per-Session read timeouts, a 45s scan deadline, guaranteed observation cleanup, incremental scans that skip archived Sessions, and a client timeout with manual refresh always enabled. Tested with 26 host tests.

Fixes stalled token refreshes. Host reads now time out per Session, the whole scan has a deadline, observation leases are always released, and archived Sessions are skipped on later scans. The client times out with a retryable error and the manual refresh button stays enabled while loading. The first scan after upgrading is full; later refreshes are typically sub-second. Tested with 26 host tests.
