Patch release - ApiConfig ANR fix.

ApiConfig.providers() now serves the provider list from a @Volatile in-memory cache, eliminating repeated synchronous AndroidKeyStore AES/GCM decryption on the main thread during onResume (a single decrypt could previously stall the UI thread up to ~60 s, as observed in PJX110 ANR reports).
The cache is invalidated on save/add/delete, so writes still take effect immediately.
