The `schematics-angular-builds` repository is confusing

A fellow developer told me he tried to learn how to write his own schematics, and when googling it he found the schematics-angular-builds, and thought it was the actual source code for Angular's schematics. He was really puzzled about this (especially since the files there are JavaScript and not TypeScript), and couldn't easily find the actual source code for the schematics.

I suggest adding a small README file which explains the purpose of that repository, as well as links to the actual source code.
