@notsonotso that is an eventual goal here, but it will take time:

• bazel support is very experimental right now
• we still run a global webpack step, though it no longer needs to do typescript or angular AOT compilations, it still needs to parse all the sources. we might have a more scalable dev server, see Add a ts_devserver rule bazelbuild/rules_typescript#19
