Apache Ozone 2.2.2

Apache Ozone 2.2.2 is a maintenance release in the 2.2 series with bug fixes and dependency updates.

Fixes include FSO file rename handling, container upgrade compatibility, SCM delete log handling, repair-tool compatibility with RocksDB OPTIONS files, and OM request validation. Dependencies include Jackson 2.21.7 and Netty 4.1.139.

The release was built on Rocky Linux 9 for x86_64. The packaged RocksDB tools native library was verified to load and to meet the Rocky Linux 9 GLIBC and GLIBCXX compatibility baseline.
