IDE only opens with "Run as Administrator"

Describe the problem

Arduino 2.0.4 and Arduino IDE 2.0.5-nightly-20230403 - does not fully open unless "Run as Administrator" is used to start the IDE.

Opening the IDE without "Run as Administrator" stops at the following screen and never goes beyond this even after waiting many 10s of minutes.

To reproduce

Open Arduino IDE from either shortcut or file within directory.

Expected behavior

I expect the IDE to open fully.

Opening with "Run as Administrator" opens fully to the IDE as follows:

Digging further, I see this in the PS log output:

[library-index] - code: 9, message: Loading index file: reading library_index.json: open C:\Users\usera\AppData\Local\Arduino15\library_index.json: Access is denied.

Going to this library_index.json and setting security for this file for Everyone (and my ID) to "Full Control" allows the IDE to start without "Run as Administrator"
