Production Composer fix

Fixed

• Skip boost:update in Composer post-update-cmd when laravel/boost is not installed
• Resolves production failures during composer install --no-dev with: "There are no commands defined in the boost namespace"

Context

laravel/boost is a dev dependency used for local AI tooling. The unconditional post-update-cmd hook attempted to run php artisan boost:update on every install/update, including production deployments where dev packages are omitted.

The hook now checks for vendor/laravel/boost before invoking the command, so dev environments still auto-update Boost resources while production installs proceed cleanly.
