Improve logging, add OpenTelemetry

Since we migrated to tracing #261, we should be able to improve the experience for logging stuff. Now I want to use Jaeger to monitor more stuff. Let's add `tracing_opentelemetry`, test it locally, and then run it on the server for atomicdata.dev
