Release 2.37 improves import integrity and the reference public CLI integration boundary.

  • Planning and external imports refuse content above the existing limits instead of returning an incomplete candidate.
  • The reference CLI caller bounds stream and reconciliation reads, cleans up its direct child, and blocks redispatch after uncertain cleanup.
  • EN/RU accounting tables match all six fixture-only descriptors. Russian Review Mesh and issue-to-spec guides are included.

Validation: independent task and final reviews passed; native ALK state is COMPLETE. Candidate CI passed all 27 checks. Fresh main CI passed all 27 checks and all 15 OS/Python reports; inventories match the candidate, and all 12 required critical tests passed on every platform without skips.

Scope: usage normalizers remain fixture-only; resource-control evidence applies to the reference caller and does not qualify additional host routes.
