Maintenance: always include `PTEnv` in UA string

Summary

When the AWS_SDK_UA_APP_ID env variable is used, we append a short string for Powertools for AWS which includes the feature being used. We should also include the PTEnv that maps to the runtime as per spec.

Why is this needed?

So that we can properly append the value to the user agent.
