This PR updates the hash of the GitHub Actions coming from the
aws-powertools/actionsrepo in themake-release.ymlworkflow to use the latest v1.2.0 release, which should address the issue that prevents PRs with the changelog and versioned packages to be opened as seen here.Issue number: closes #4214
