Milestone 3: implement instant 403 handling and reregistration handshake

- Upgraded core communication methods ([report_event](fim-daemon/src/core/fim.py:84:4-140:20), [send_heartbeat](cci:1://file:///c:/Users/brian/OneDrive/Documents/8800/fim-daemon/src/core/fim.py:61:4-82:19)) to instantly detect and propagate `403 Forbidden` deregistration status.
- Implemented persistent [is_deregistered](fim-daemon/src/core/state.py:169:4-171:55) state management to lock the GUI across application restarts until reregistered.
- Integrated directory transition reporting into the GUI's path selection flow to maintain server-side hash continuity.
- Added administrative "Locked" mode with new GUI dialogs for machine reregistration and uninstallation.
- Developed reregistration handshake logic that fetches a fresh JWT and resumes monitoring automatically upon successful admin verification.
