PrePlanning

This is probably a good baseline to work from, stable (I think), functional

• PrePlanning - sketch a strategy before entering incremental planner
• Priming - one-shot priming with a past successful plan for a similar goal
• Pruning - trimmed down tool set to eliminate redundancies
• Now scores .933 on internal mmlu_eval.py benchmark!
