A fix for applications on psr/log 1.x.

PoolErrorLogger, which StorageRedisDsnModule and StorageMemcachedModule bind, failed to load with a fatal error under psr/log 1.x, which 1.17.0 declares as supported. Every application on psr/log 1.x that uses Redis or Memcached storage was affected.

1.18.0 requires psr/log 2.0 or later, so 1.17.1 is the version for applications that are still on psr/log 1.x.
