project.yaml takes an optional findings_required_since: YYYY-MM-DD. Once the key is set, whatever the date, aep plan artifact new review-result refuses a body with no findings block, naming the two ways forward. aep plan artifact validate reads the date (midnight UTC) and counts such a review as a problem unless it was recorded --prose-only, a review carrying a block supersedes it, or the store recorded it before the date (in a Git-native store, the commit that added its file). A review the store cannot date (one a shallow clone's boundary commit holds, or any in a store outside a Git work tree) is undated, never before the date, and its problem names the remedy. Exempt reviews stay listed with their standing; --strict does not refuse them. A value that is not a calendar date, and a key written with no value, is refused naming the key. Without the key, nothing changes.
aep plan artifact new --prose-only <reason> records a review-result with no findings block on purpose, writing the reason as the front-matter key prose_only, which aep plan artifact show returns. It works in every store and is refused on another kind, beside a block, or with a blank reason.
Changed
aep plan artifact validate no longer dates a review it cannot date by the clock: a review in a shallow clone's boundary commit, or in a store outside a Git work tree, is undated and is not reported as overdue for an outcome. The CI guide's example checks out the full history.
aep plan artifact validate --format json|yaml lists each review with no findings block under findings_standing, with its standing (not_required, exempt_prose_only, exempt_superseded, exempt_before_opt_in or missing).
