A store whose protocols: pins a protocol tree older than 0.72.0 validates again. 0.72.0 applied the judgement: rule to every aep.driver-steps/1 map, so aep plan artifact validate refused the step maps of every such tree with missing_declaration at each llm step's .judgement, and a pinned tree can never gain the key. An aep.driver-steps/1 map loads as it did in 0.71.x again: judgement: is optional, and one it writes must not be blank (empty_declaration).
Changed
The judgement: rule belongs to a new step-map format version, aep.driver-steps/2: every llm step of a /2 map carries one, refused as in 0.72.0 when absent (missing_declaration) or blank (empty_declaration). The loader reads /1 and /2 and refuses any other version. Both shipped maps under drivers/development/ are /2. The published driver-steps schema says the same: format is one of the two versions, and judgement is required on an llm step of a /2 map only.
