• aep:implementing (wave) and aep:planning (critic rounds): in a store whose
  .engineering/project.yaml sets findings_required_since, which AEP 0.71.0 added,
  aep plan artifact new review-result refuses a report with no ```findings block. The
  coordinator sends that refusal back to the review's author and records only the corrected
  report. A review that is prose by nature is recorded with --prose-only <reason>, also new in
  AEP 0.71.0; a store without the key records a block-less report as it returned.
• Track AEP 0.71.0 and Connectors v0.38.0 after agentplugins-check tools; ESS 0.56.0, Worktree
  0.14.0 and Metaharness 0.9.3 are still the newest. The eval workflow runs Connectors v0.38.0
  and keeps AEP 0.68.0, the revision Metaharness 0.9.3 links; the planning store's protocols
  source moves to AEP 0.71.0.
