Connectors 0.17.0

• The local owner exits after 10 minutes with no connected client and no
  work in flight. An idle adapter child, an empty recovery sweep or
  recovery that settles nothing do not keep it alive; an attempt that
  cannot settle stays pending for the next owner. A command whose
  connection the exiting owner closes starts over instead of failing.
• A provider's refusal of a guarded write reports stage dispatch with
  request_permission (403) or none (404/410); a host refusal before
  anything was sent reports admission; a write whose effect may have
  happened is never offered retry_explicitly.
• A provider timeout after the request was sent, a database statement
  timeout and the database connection limit report dispatch /
  retry_explicitly; the host's own deadlines and limits stay admission.
• ESS pinned at 0.45.0: metadata conformance runs 289 scenarios; one
  outcome lost to beyond10x/ess#251 is checked by a host test.
• Compatibility: a binary older than 0.17.0 cannot read a stored
  provider refusal or an adapter child's provider_timeout /
  provider_capacity reply.
• gate --msrv exit 0: 95 suites, 699 passed, 0 failed, 33 ignored.
