Deno reports a todo test as skipped, so the summary on deno read "3 skipped"
where bun and node read "1 todo, 2 skipped". The registration marker the test
file already prints now carries a second number, how many tests it registered
as todo, and the deno runner moves that many from skipped to todo.
Counting that exposed a gap: test.skipIf(c), todoIf(c) and if(c) return a
registrar, and the wrapper never saw calls to it - the count landed on the
skipIf(...) call by accident, and the registration itself went untracked for
snapshot names. The returned registrar is now wrapped, and a todoIf(true)
registration counts as todo.
The three runtimes now report the same passed, failed, todo and skipped.
