Latest Jekyll release breaks due to colons in URLs

GitHub pages now fails to build, and has not updated the http://biopython.org website with the latest edits. This appears to be due to them now using Jekyll 3.2.0 released 2016-07-26, see https://github.com/jekyll/jekyll/blob/master/History.markdown

I believe this is a regression from jekyll/jekyll#5069 to fix jekyll/jekyll#2834

Percent encoding the colon in both permalink and redirect_from seems to have fixed this.
