BitcoinScalingLabs IPC v0.3.0

This is the first release of the IPC codebase with Bitcoin support. The version is set to v0.3.0 to match the corresponding version of the Bitcoin-IPC repo.

What's Changed

The current repository is a fork of the IPC repo by ConsensusLab. The following changes were made.
