Fix test-install followup for man pages

For the record what happened here is this one originally got a "control/skip-ci" label as it only affected docs, then it changed to change the code, but that didn't remove the label.

Tangential to this, but i noticed when we do just build -> make we end up building the bootc binary with --release but then when building the manpages under xtask/man we run cargo run --features=docgen -- internals dump-cli-json which rebuilds everything a second time with the debug profile. Just something I noticed that makes iterating on this a bit slower than it should be.
