downloading dangerous files.

    Add features, switch, and flag for improved download warnings

    This CL:

    1. Adds 2 base::Features for improved download warnings on the download
       bubble and the download page, for which implementation is about to
       begin.
    2. Adds a chrome switch called --enable-download-warning-improvements.
    3. Adds a chrome://flags entry called #download-warning-improvements,
       which controls the above switch.
    4. Hooks up the switch to override the newly added features, as well as
       existing features related to downloads and download warnings.

    The purpose of steps 2-4 is to make it easier for testers to turn on
    a related set of changes.
