These notes are an explicit post-publication reconstruction from merged PR #139 and the exact v0.12.2..v0.12.3 source diff. The tagged commit omitted docs/releases/0.12.3.md; the immutable tag and published package have not been moved or altered.

• Coordinator guidance now asks for one proof per property, exact-revision CI plus one Code Review for mechanical/version/lock/generated changes, and delta review for successor revisions while carrying forward unchanged green evidence.
• Builder guidance now favors focused verification, avoids duplicate reruns of already-green CI, omits progress reports for work under ten minutes, and runs documentation or website checks only when those owning surfaces changed.
• Release guidance now reflects the tag-restricted automatic staging workflow, npm stage approval as the sole human publication boundary, and retrying the same immutable tag only before npm accepts a stage.
• The seven-role order and labels, Software Development presentation, human/default mappings, Coordinator activation section, and complete message taxonomy are unchanged.
