feat: allow insecure HTTP for multi-user testing
- add explicit MCP_MULTI_USER_ALLOW_INSECURE_HTTP opt-in
- preserve HTTPS as the secure default and block redirects
- apply the configured protocol across OpenStack service requests
- warn when multi-user credentials are transmitted over HTTP
- document the test-only mode and add regression coverage
