CR-Wavelets v0.2.4

[shailesh1729]

Initial release

• Refactored wavelets module from CR-Sparse into an independent CR-Wavelets library.

This version is a follow-up from the last CR-Sparse release v0.2.2 and the following CR-Nimble release v0.2.3. Hence, this library's starting version number is a continuation.
