✨ New Feature: maestro config — Skill Parameter Defaults

为 51 个命令/skill 设置默认参数，通过 Hook 自动注入，消除重复手动输入。

• 智能识别 — 自动解析 51 个命令的 argument-hint，识别 boolean/enum/string/number 参数类型
• CLI 管理 — maestro config set/unset/show/list/reset 完整 CRUD
• TUI 编辑器 — maestro config 交互式仪表盘，支持参数浏览、编辑、作用域选择
• Hook 自动注入 — 通过 skill-context hook 在调用时注入默认参数，用户显式参数自动跳过
• 双层级作用域 — 全局 (~/.maestro/skill-config.json) + 项目级覆盖
• Hook 状态检测 — CLI/TUI 自动检查 skill-context hook 安装状态，未安装时提示
