First tagged release of the dsh web GUI watchdog plugin.

What it does

dsh web occasionally dies on Windows (Node 24 libuv exit assertions, native TS type stripping).
This plugin hosts a detached PowerShell supervisor process from inside the host process:

• Crash logging ??on a non-zero host exit it appends the exit code, the tail of the host
  stderr/stdout, and the Windows event log to crash.log.
• Auto-restart ??exponential backoff, 10s up to 600s, at most 10 consecutive attempts.
  A clean exit (code 0) is not restarted.
• Scheduled restart ??a panel button or POST /api/watchdog/restart sets a flag; the supervisor
  performs stop old process, start new one within 2 seconds.
• Supervisor handover ??the new host starts its own supervisor, and the old one exits once it sees
  the pid file taken over, so you never end up doubly supervised.
