Prisma AIRS CLI 7.0.0 — airs-cli command migration

Prisma AIRS CLI 7 renames the standalone command to airs-cli, freeing airs for the harness. The package name and tenant configuration are unchanged. Upgrade the standalone CLI before installing the renamed harness.

The harness invokes its pinned copy with airs cli ...; CLI help and tenant recovery use that invocation when managed. Bash, zsh and fish completion examples, documentation and package-consumer checks are updated.

Validation: 1,920 tests, typecheck, lint/format, 14 release checks, production dependency audit, packed consumer and native DLP generation, and Docusaurus production build. This release is staged under npm next until the matching harness passes installed acceptance.
